PDFs use absolute positioning for text - every character has an exact X/Y coordinate. When a converter turns the PDF into Word, it has to guess where paragraphs, columns, and tables begin and end. It usually guesses wrong: fonts substitute (Calibri becomes Arial), columns collapse into one, two-column layouts become bullet salad.
